Abstract: This report is aimed at Individual Monitoring Service’s (IMS) staff who have limited background in Information Technology (IT) to provide guidance and advise on data management and security.
Data security and practice has regularly been raised at EURADOS Working group 2: Harmonization of Individual Monitoring in Europe plenary meetings. Due to increasing interest in this area, a task group on Dosimetry and Information Technology was formed in 2020.
The increasing interest among IMSs results from number of factors.
For some time, there has been a trend towards communicating with clients electronically, for example by e-mail or by online access/ customer extranets. This is true in all aspects of life, from banking and medical records to social media.
- As criminal activities have become more sophisticated, there has been an increased need to make all communications secure, and individual monitoring of ionising radiation is no exception.
- With the modern reliance on electronic records, there is a greater need for reliability and for protection against degradation.
- Legislation such as the European General Data Protection Regulation places obligations on all data owners and data processors. The obligations include, for example, a “right to be forgotten” – the discarding of data that is not legitimately required.
- Increasing focus on quality accreditation that requires all records to be kept reliably.
For IMSs there is a need to balance the various requirements for long-term retention, secure transmission and discarding of obsolete data. Because IMSs have different contexts (service size, nature of organisation, national requirements) the principles may need to be interpreted differently. The present work seeks to provide advice to support that.
Dosimetry and Information Technology is a broad topic, and the intention is that work will focus on various issues in turn. Topics covered in this report have been chosen according to their importance.
